This 2004 POWI Panel Discussion was centred on Andrew Nikiforuk’s discussion paper, “Political Diversions: Annex 2001 and the Future of the Great Lakes”. In Political Diversions, Nikiforuk examines the political and ecological implications of bulk diversions of water from the Great Lakes and suggests that given critical uncertainties about future demand, climate change and restoration efforts, governments cannot afford to allow bulk removals of water from the Great Lakes to take place.
