The Discussion Paper provides background on environmental monitoring of the oil sands, identifies the key issues that need to be monitored, and presents a regulatory checklist containing principles and key criteria for a world-class information and reporting system.

Emphasis was placed on the cumulative effect of refinery expansions on water quality, air quality and human and non-human downwind communities in the Basin.
